What were the wishes of the 16th Karmapa? Did he wish to reincarnate in Tibet?
His intentions of dying in the U.S. do not mean his wishes were to be born in the U.S.

Also, if the prediction letter that Situ maintained was authentic, then 16th Karmapa predicted his own rebirth in Tibet.
This is the main kink in the repatriation in Tibet argument at the hands of Situ Rinpoche.

But I think in this case, the clear prediction letter removes blame from Situ Rinpoche.
