“Last year, Hong Kong’s Buddhist community experienced a mix of gains and losses”

Tibetans need to decide whose side they are on.

Has it come to this?

I think so.

Let those Rinpoche’s that want to live as Chinese do so.

Those that want to take their chances with us do so.

It’s already a fact on the ground.

We are who we are and they are who they are.

Trying to be everything for everyone inevitably ends badly for all involved.

The Tibetans don’t need to decide nuthin’ in this regard (not least since “Tibetans” are not exactly a single entity that decides things as one group).

YOU need them to decide to organize things your way for some reason. To be honest I don’t think they will re-organize how they’ve worked for centuries to accommodate you or me.
